Paving in the Livingston Parish Seat

Asphalt paving in Livingston almost always involves a ditch, because most driveways in town and the surrounding parish cross one to reach the road. Livingston is the seat of Livingston Parish and counted 1,877 people at the 2020 census, up from 999 in 1990. Outside the small town center, homes sit on wooded lots with long drives. We pave new driveways, convert gravel, patch and overlay worn blacktop and sealcoat.

Lumber town, science town

The Lyon Lumber Company built Livingston as a company town, and its Garyville Northern Railroad entered service on October 8, 1917. Doyle and Livingston combined in 1955 to form the Town of Livingston. Today the town also hosts one of the two LIGO gravitational wave observatory sites in the United States. The pine country that fed the mill is still all around, and so are the sandy soils and roots that come with it.

What the parish culvert packet requires

Livingston Parish sets clear rules for driveway culverts, and we build every ditch crossing around them:

  • The location must be staked and visible from the road before Public Works sizes the culvert
  • Concrete, black plastic, heavy white plastic and black tar-coated steel are allowed; galvanized pipe is not approved in the parish
  • The parish does not supply culverts, dirt or other materials and will not install concrete culverts
  • An owner-installed culvert must be inspected before it is covered

Once the pipe passes and is backfilled in compacted lifts, we pave across it with full base thickness so the asphalt does not sag into a dip over the crossing.

After 2016

In August 2016 a Livingston Parish official estimated that 75 percent of homes in the parish were a total loss. Driveways that sat under water and then carried heavy trucks during the rebuild often have soft spots and cracking today. Asphalt is forgiving to repair: we cut out the failed area, rebuild the base and patch with hot mix, so you do not have to replace a whole long drive because of one bad section.

Roots and sand

Pine roots near the surface can lift asphalt, and sandy fill shifts if it is not compacted. We look at large trees near the planned drive, keep enough distance where we can and compact base and fill in layers. After heavy rain we wait for the ground to firm up rather than pave on a soft subgrade.

Expansion joints and culverts on mixed drives

The parish packet also has a rule for concrete drives: expansion joints go three feet from the center of the culvert on either side. If you have a concrete apron over the culvert and want asphalt for the rest of the drive, we lay out the transition so it works with those joints, and we keep a clean, sealed seam where the two materials meet.
