Paving in Louisiana's Newest Large City
Asphalt paving in St. George covers a wide spread of driveway ages. The city is new on paper: voters approved incorporation on October 12, 2019, and the Louisiana Supreme Court upheld the result 4 to 3 on April 26, 2024. The streets are not new at all. Shenandoah, Inniswold and Old Jefferson, once separate census places, are now neighborhoods inside the city, and the original Village St. George subdivision that gave the area its name was built between 1956 and 1968. We pave new driveways, resurface worn blacktop, repair potholes and edges, sealcoat, and pave small commercial lots.
One city, sixty years of driveways
Driving across St. George you can see the decades in the pavement. Some of the oldest homes still have narrow drives that were paved thin over shell or clay and patched many times since. Homes from the 1980s and 1990s often have a first-generation asphalt drive that is gray, brittle and cracked into a pattern that looks like alligator skin. That pattern means the base underneath has given up, and the fix is to dig out and rebuild the failed area rather than seal over it. Newer houses usually want a wider drive, a parking pad for a boat, or a fresh overlay on builder blacktop that was laid thin.
Water on three sides
Wikipedia describes St. George as bounded by the Mississippi River on the west, Bayou Manchac on the south and the Amite River on the east. Much of the land is low and drains slowly, so standing water is the main reason asphalt fails here. Before we pave, we look at where the low spots on the lot are, where the downspouts empty and whether the driveway itself has become the path water takes to the street. Then we set the grade and the crown so the blacktop sheds water quickly and the edges are not left soaking.
Culvert permits now go through the city
Now that St. George runs its own departments, driveway culverts are permitted through St. George Engineering. Its application says plastic pipe (PVC or HDPE) may not be used under driveways, driveway pipe must be at least 24 feet long, a site plan showing the culvert is required, and the trench, bedding and grade are inspected before the pipe is covered. It also asks for an 811 locate and a call to Baton Rouge Traffic Engineering about signal cables near the work. If your project widens a driveway across a ditch, we get the culvert approved and set first, then pave the full width in one pass so there is no cold seam over the pipe.
Overlay or replace?
An overlay, a new layer of asphalt over the old, works well when the existing drive is still firm and simply worn or faded. It is quicker and less disruptive than a full replacement. If the drive has deep ruts, soft spots or widespread alligator cracking, an overlay will crack in the same places within a few years. At the estimate we walk the whole drive, mark the failed areas, and write up both options when both are reasonable.

St. George Questions
Who permits a driveway culvert in St. George now?
St. George Engineering. Its application requires a site plan, at least 24 feet of non-plastic driveway pipe, an 811 locate and an inspection before backfill.
My old asphalt drive looks like alligator skin. Can it be sealed?
Sealing will not fix it. That cracking pattern means the base has failed. The damaged area has to be cut out, the base rebuilt and new asphalt laid. If it covers most of the drive, replacement is usually the better value.
Can you widen my driveway with asphalt?
Yes. We cut a clean edge on the existing drive, build a stone base for the new section and pave, often with an overlay across the whole width so it looks like one surface.
